答：我还没有找到这种说法出自哪一个国际标准文件或重要的RFC文件（欢迎读者告诉我）。但是在一些著名国外教材中可以找到类似的说法。例如，

在本书附录C的[PETE00]一书的第18页上写着：

If you see the word “bandwidth” used in a situation in which it is being measured in hertz, then it probably refers to the range of signals that can be accommodated.

When we talk about the bandwidth of a communication link, we normally refer to the number of bits per second that can be transmitted on the link.

又如附录C中的[COME04]一书的第245页上有这样两句话：

Throughput is a measure of the rate at which data can be sent through the network, and is usually specified in bits per second (bps). …In fact, the term bandwidth is sometimes used as a synonym for throughput.
