Hong Kong Observatory(HKO)July 1 marks the 20th anniversary of Hong Kong's return to Motherland from British rule and the establishment of the Hong Kong Special Administrative Region(HKSAR). The meteorological development of Hong Kong is closely related to the cooperation between Hong Kong and mainland China.From the outset of meteorological telegraph network between Beijing and Hong Kong in 1975, mainland China and Hong Kong have intensified cooperation in meteorological field. Since Hong Kong’s return to motherland for 2 decades, meteorological exchanges have become smoother, with improving cooperative mechanism and widening cooperative areas, which effectively underpins regional meteorological cooperation and disaster prevention and reduction.In May, Ms. Liu Yaming, Administrator of CMA exchanged views with Mr. Shun Chi Ming, Director of HKO during 69th WMO Executive MeetingIn 1996, China Meteorological Administration (CMA) and Hong Kong Observatory(HKO) signed long-term cooperative memorandum of understanding in meteorological science and technology, finalized cooperative mechanism, and determined to hold a high-level meeting on a bi-annual basis. In 2001, both sides signed the long-term cooperative arrangement of meteorological science and technology by CMA and HKO, which further optimized the cooperative mechanism and major areas for cooperation.As time goes by, cooperative areas have expanded from the preliminary 5 areas to over ten areas such as meteorological observation, meteorological telecommunication, data exchange, forecast and early warning, meteorological services, climate and climate change, regional cooperation, and collaboration in international organizations.

  In 2016, senior directors’ meeting of CMA and HKO was held in GuangdongForecast is one of the major cooperative areas. Both sides have reinforced exchanges of experts, project experiments, operational training, and elevated refined forecasting capabilities.In order to enhance the meteorological service level of big cities, Shanghai Meteorological Service and HKO established long-term cooperative mechanism, and beefed up cooperation and communication in refined forecast, meteorological services, and typhoon observation in 2016. In 2014, Mr. Yu Rucong, Deputy Administrator of CMA conducted field trip of forecast operational platform in HKOEspecially, the smooth and good cooperation were developed between Hong Kong and Guangdong. In 2005, lightning locating network cooperated by Guangdong, Hong Kong and Macao was rounded out. Lightning locating forecast product was launched.On July 1, 2007, to guarantee the smooth operation of the commemorative activity, HKO, Guangdong Provincial Meteorological Service, and Shenzhen municipal meteorological office dispatched cadre staff to engage in joint meteorological services. They integrated multiple advanced NWP products, including hourly quantifiable precipitation forecast product. On July 11, 1985, Guangdong Meteorological Service and HKO established the first unmanned automatic meteorological station in Huangmaozhou From 1996, Guadong, Hong Kong, and Macao joined hands to establish a few island automatic meteorological stationsAfter 1997, flight service crew was responsible for transporting maintenance staff and equipment to the station On November 6, 2014, Guangdong Meteorological Service and HKO signed the cooperative agreement of meteorological science and technology From 1998, Hong Kong/Guangdong cooperation joint conference has been set to be held each year in Guangdong and Hong Kong in turns.

In 2012, Guangdong Meteorological Service, and Shenzhen municipal meteorological office respectively signed long-term cooperative agreement in numerical weather prediction. Forecaster from HKO analyzed forecast through video system during the consultation meeting targeted at Typhoon Usagi. Video consultation system of weather conditions between Guangdong and Hong Kong was initiated in 2008. In September 2014, in the midst of Typhoon Kalmaegi, warning signal is ubiquitous in Hong Kong In 2014, product provided to Shenzhen from HKO was extended from 7 days to 9 days. Both sides also regulated the consultation system of severe weather conditions. “In further, HKO and meteorological departments of mainland will continue to maintain the complementary advantages and further strengthen the meteorological science and technology cooperation. We should jointly research how to use big data to innovate, boost the seamless meteorological services, improve weather network construction of the Pearl River Delta, enhance the capabilities of regional numerical forecast and typhoon monitoring of South Sea. Moreover, we will enhance cooperation to promote the construction of regional demonstration projects and international cooperation on basis of the One Belt and One Road. ”Mr Shun Chi Ming, Director of HKO, said in the interview from China Meteorological News Press.
