self.UIcollectionview.contentInset = UIEdgeInsetsMake(20, 18, 30,-18);
2. 最好的解决方法是：不要设置collection的inset，设置flowLayout的inset就可以了：
collection设置内填充的时候，不要这是collectionview的Inset，要设置 flowLayout.sectionInset
