1.登录网站下载包 https://pypi.org/project/tensorflow/2.0.0/#files
pip install F:\tensorflow-2.0.0-cp37-cp37m-win_amd64.whl

2.出现ERROR: Cannot uninstall ‘wrapt’. It is a distutils installed project and thus we cannot accurately determine which files be long to it which would lead to only a partial uninstall.
解决方法：pip install wrapt --ignore-installed

再次下载，即可完成！
