DIGIXDAO ONGOING DEVELOPMENT FUNDING
The Digix team is requesting for approval from DigixDAO token holders for the disbursement of USD 20MM DigixDAO funds. These funds will be channelled towards completing the development of DigixDAO Governance Platform and other uses that are outlined in the Appeal below and proposal attached.
Within 24 hours into the first ever DigixDAO governance activity, the set quorum of 15% was met. As of today, ~30% of the whole DGD supply has voted. This is also a testimony that DGD token holders are active and participative, and are without a doubt interested in the success of Digix and DigixDAO.
It has been two and a half years journey to be where we are today. We can confidently expect future proposals to hit a significant quorum level, similar to what we have seen with the first Carbon vote.
The Digix team would like to sincerely thank the DGD community for your patience, endurance, support that you have exhibited with us. You, as well as us, have experienced the same ups and downs throughout this journey, and we sincerely appreciate you for remaining supportive of what we are building.
When we first did the crowdsale, we promised not to touch any of the DigixDAO funds until we built the product that would make what we have envisioned possible: DGX Gold tokens. Since the crowdsale ended on 30 Mar 2016, there have been no ETH movements from the crowdfund wallet address.
This is what we have done, and we successfully soft launched DGX on April 8 2018. We are now just into our 4th month of being live. At the time of writing, we have ~62,200g of real gold (~ USD 2.5 MM) on the Ethereum blockchain.
No hacks have been reported, there have been no issues with our code base (with 2 successful physical gold bar redemptions), the proof of provenance process is 100% accurate and our first quarterly audit is done, and we have at the moment collected ~110 DGX worth of transfer fees.
There are zero accounting discrepancies between what we have in inventory, and the number of DGX tokens circulating in the ecosystem, as proven by our independent quarterly audits with Bureaus Veritas, one of the most trusted and certified precious metal auditors in the world.
We are confident of our core product and it is now time for us to blow the competition away.
We see competition heating up across the traditional bullion companies alike. Several projects are being built that compete directly with our product. Some are looking to release crypto gold tokens just like us, whether in 6 months, 9 months, within the year.
We created this project with a DAO in mind rather than an ICO. As a DAO, token holders can directly manage how the Digix ecosystem is built via proposals on how to use the collective funds. We believe our DAO model is the fairest and the most transparent in the long run compared to the usual ICOs.
The DAO is to be an enabler to make DGX the de facto gold token in the blockchain universe.
We are looking to build a working governance platform so that token holders who want to see the success of DGX choose the right proposals to support, or reject, and grow this business together with us organically.
Over the past 4 months since our soft launch while working on getting governance live, we have received suggestions and feedback from you on scaling our business.
We understand your frustrations, and it is magnified tenfold here at the Digix core team. We know the areas where we need improvement, what we need moving forward, and what we need to do to stake our flag as The Gold Standard in this ever-growing cryptocurrency space.
We want to do this now, and in the world of DAOs including the one that we are in the midst of building, it will take upwards of 6-9 months before we can confidently say it is 100% hack proof and free of security vulnerabilities in its first iteration.
We would need to go through the usual process of smart contract audits, fixing bugs, building a well thought out UI that anyone could utilise, end to end tests, and testing with lighter amounts to prevent DigixDAO from being depleted by malicious actors. The importance of rigorous testing and smart contract audits cannot be understated as we reference large scale hacks in the recent past and aim to avoid such occurrences using our best efforts.
By now, everyone should know what a DAO truly stands for, but it should never stand for a Decentralized Autonomous Ochlocracy (mob rule). We as a community need to figure out the proper voting framework, potential edge cases, moral hazards to prevent any type of behaviour driven by emotion, short term self-interest, prejudice, anger, ignorance and thoughtlessness into rash, cruel, destructive and self-destructive action for Digix and DigixDAO.
Hence, for us to be able to take the leap forward with DigixDAO being a boost to the success of the DGX ecosystem, we hope to be able to have your vote in approving a USD 20MM disbursement of the DAO funds (which currently stands at ~USD 150MM) to put all of your suggestions into action, and to get the DAO out as fast as possible by hiring the right auditors and smart contract developers to work on the project 24/7.

The Digix team is not looking to settle or compromise on our standards, but rather, to not become trapped by idealism of what a perfect DAO looks like, thereby losing the race of being the number one gold token in this space.
We understand that DigixDAO is not built to completion at this point, and for us to wait until it is perfected, before beginning on the first DigixDAO full governance vote, would cause us to lose the opportunity to solidify our position as the top asset tokenisation and gold tokenisation brand. Our headcount and all calls to actions will be limited and we will not be able to act on what is needful to achieve our end goal at this urgent point in time as we will not be able to utilise our huge war chest to beat the competition while we have the advantage in doing so.

Our tenet has not changed - moving ahead with any funds disbursement would only be done with the approval of DGD holders.
If approved, the funds will be used to aggressively expand the team, its business operations and enable us together to penetrate the previously untapped markets and jurisdictions.

TIMELINE & RULES
The voting phase is from 20th August 2018 4:00 UTC to 4th September 2018 4:00 UTC (“decision point”).
Voters vote for either Yes or No.Each Ethereum address can vote and change their vote anytime during the voting phase. Only the last vote counts.
The votes will be weighted accordingly to the DGD balance in the voter’s address at the “decision point”. This means that voters can transfer DGDs in and out of their voting address freely during the voting phase, but the balance that will ultimately count towards their vote is the balance at 4th September 2018 4:00 UTC.Hence, a voter can also vote with an Ethereum address with 0 DGD, and only transfer his DGDs into the address before 4th September 2018 4:00 UTC.
Participants in this carbon vote will be awarded a certain amount of reputation points when DigixDAO is live.
The proposal is considered passed if the % of DGDs that voted Yes is more than 51% of the amount of DGDs voted.
The sum of all voters’ DGD balance must exceed 300000 DGDs for the vote to be considered valid.
Settlement of ETH - Digix will take the snapshot rate of ETH/USD at the expiry of the proposal (4th September 2018 4:00 UTC (“Decision Point”)) from two major public virtual currency exchanges, Gemini and Kraken, as the amount of ETH to be drawn from DigixDAO.

时间表和规则
投票阶段是2018年8月20日4:00 UTC至2018年4月4日4:00 UTC（“决策时间点”）。
选民投票支持是或反对。每个以太坊地址都可以在投票阶段随时投票和更改投票。只有最后的投票才算数。
投票将根据“决策时间点”投票者地址中的DGD余额进行加权。这意味着选民可以在投票阶段自由地将DGD进出投票地址，但最终计入投票的余额是2018年9月4日4:00 UTC时投票地址的DGD余额。
因此，投票者也可以使用0 DGD的以太坊地址投票，并且在2018年9月4日4:00 UTC之前将他的DGD转移到投票地址。
当DigixDAO上线时，参与此轮投票的参与者将获得一定数量的声誉点数。
如果投赞成票的DGD的百分比超过投票总的DGD数量的51％，则该提案被认为已通过。
所有投票者的地址中的DGD持有量总额必须超过300000 才能使投票有效。
ETH的结算--Digix将在提案到期时（2018年9月4日4:00 UTC（“决策点”））从两个主流虚拟货币交易所Gemini和Kraken获取ETH / USD的快照兑换比率作为从DigixDAO中获取的ETH数额。
