First, enhance theeconomic integration and build an open economy. Open is the lifeline ofAsian-Pacific economy. In the last 20 years, members of APEC have insistedtrade liberalization and facilitation. The trade volume increases by 8%annually, which is more than two times of the growth speed compared with thecorresponding period, providing continue momentum for Asian-Pacific economicgrowth. In recent years, the development of international trade has been weak.WTO expects that the growth of international trade this year would be inferiorto that of the economy in the fifth continuous year. Asian-Pacific area isfaced with the same pressure, eager to solving challenges like the fragmentationof regional economic cooperation. To be widely supported, all regional economicarrangements should insist open, tolerance, prevalent interest and win-winprinciple. We should build a regional cooperation frame of equal discussion,common participation and prevalent benefaction. Isolation and exclusiveness arenot good choices.

建设亚太自由贸易区，是事关亚太长远繁荣的战略举措，工商界朋友称之为“亚太经合组织之梦”。我们要坚定推进亚太自由贸易区建设，为亚太开放型经济提供制度保障。要重振贸易和投资的引擎作用，增强自由贸易安排开放性和包容性，维护多边贸易体制。

To build theAsia-Pacific free trade zone is a strategic measure affecting the futureprosperity of this area. Friends from industrial and commercial sectors name itas “dream of APEC”. We need to firmly advance the development of Asia-Pacificfree trade zone, providing systematic protection for the open economy. We needto revive the engine of trade and investment, improve the open and tolerance offree trade arrangement and defend the multilateral trade system.
