The handles CC4

There are three part of my speech, first I will tell a story, second there is a quiz, in the final, I will give a short conclusion.

First I will use a story to explain what is a handle.
The first story happened in World War II, the us army have to transport lots of soldier to Europe by plane.
But some of the soldier are killed because of the unqualified parachute. Then the army have a meeting with the vendor
To improve the quality of parachute, they find several method and then the quality percent reached 99%. But the what the military want is 100%.
One day, a soldier give a proposal to the military officer, when the new parachute is delivery to the army,
the boss of the vendor and 10 workers from the factory to check the parachute.

Here comes the quiz session, in this session I will describe a case, and will find someone to give a suggestion.
you know that the government build many welfare apartment and offer them to the poor people for a very low price.
And lots of people who are rich and do not meet the certification to apply this kind of apartment. But there are still lots of people
Get the department by cheating.

Can you give a comment to reduce the amount of cheating people?
maybe we can change the design of the apartment, to be shared toilet and shared kitchen, then the rich ones will not want to live in this kind of environment.

In short handles are ideas which can making you do things in a more efficiently and more smart way to meet you targets.
