Processing of contention resolution message

A section is added to the annex, which is listing the different MAC header structures a UE is required to consider when processing a MAC PDU containing a UE Contention Resolution Identity MAC control element. This CR helps UE to meet the time constraints for the processing of a MAC PDU on DL-SCH in case the MAC PDU contains a UE Contention Resolution Identity MAC control element.

RNTI for CCCH

In current spec.,  CCCH can only be addressed to Temporary C-RNTI, which means that RRCConnectionSetup andRRCConnectionReestablishment must be included in msg4. This contradicts with the content of Annex B which indicates that msg4 can either include CCCH or not include it. Since Annex B is informative, a UE implementation may expect CCCH always in msg4 and not be able to cope with a msg4 not including it.

SPS implicit release on UL

When the UE transmits “n” consecutive UL transmissions in the UL SPS resources with no data other than an empty BSR (no buffered data), the eNB and UE release the configure SPS resource impplicitly.
