traffic engineering TLVs are not leaked between IS-IS levels
the CSPF algorithm fails due to the lack of entries in the Traffic Engineering
Database (TED) for routers outside of the Level 1 IS-IS area 0001. This is a normal occurrence for a Multi-Level IS-IS topology in that traffic engineering TLVs are not leaked between IS-IS levels.
