Since no change made on webtop application, so focus on tomcat server itself. After a series of investigation, found temp directory of tomcat server had been deleted . So I created a new temp folder which made webtop work successfully.
When webtop runs it will put some .tmp files or documentum directory under temp folder, but it cannot create temp folder when it doesnot exist, so temp folder is mandatory, and so does work folder. (While all content under temp folder and work folder can be deleted)
