部署Lync Server 2013时系统提示Prerequisite installation failed安装必备组件失败：

Prerequisite installation failed: SqlInstanceRtcLocal with a failure code of 2067922934

Prerequisite installation failed: SqlInstanceRtcLocal

系统错误日志里面显示执行的命令如下：

SQLEXPR_x64.exe /IACCEPTSQLSERVERLICENSETERMS /HIDECONSOLE /ACTION=Install /FEATURES=SQLEngine,Tools /INSTANCENAME=RTCLOCAL /TCPENABLED=1 /SQLSVCACCOUNT=”NT AUTHORITY\NetworkService” /SQLSYSADMINACCOUNTS=”Builtin\Administrators” /BROWSERSVCSTARTUPTYPE=”Automatic” /AGTSVCACCOUNT=”NT AUTHORITY\NetworkService” /SQLSVCSTARTUPTYPE=Automatic

解决办法：

1、检查本地安全策略里面的用户权利指派，确保当前安装帐号有以下权限。

Debug programs
Backup files and directories
Manage auditing and security log

2、检查操作系统Unicode语言设置和安装介质是否一致。
