在webrtc中的视频部分时间戳相关计算就是这个函数;
简单说明一下,可以考到函数前面的判断,也就是说,当你构造的VideoFrame设置了相关时间戳,那么这里就不计算了;
如果VideoFrame设置的video_frame.ntp_time_ms 为0, 那么这里会自动计算;
webrtc中,构造的时候就是设置为0,到这里计算;建议这么做,构造VideoFrame简单;
