show 表明理由:The onus is on government departments to show cause why information cannot be disclosed. 政府部门有责任说明不能把信息公开的理由。

cause + 介词(prep) 

~ for 导致…的理由:There is no cause for alarm. 没有必要恐慌。

cause for concern 担心的理由 with/ without good cause 有/ 没有充足的理由without just cause 没有正当的理由
