Check if a value is less than or equal to another.
检查一个值是否小于或等于其它的值。

Each value is compared to the next one in order, and results are combined in one output. For example, 1 <= 1 <= 3 is true, while 3 <= 3 <= 1 is false.

每个值按顺序与下一个值进行比较，结果合并在一个输出中。
例：1 <= 1 <= 3 为真，而 3 <= 3 <= 1为假。
