原因1：系统64位，tomcat为32位

原因2：引入的jar包不全，不对，

这两个原因我都遇到了，悲催的不行！

另：注意查看错误信息Exception Starting filter struts2

这里说的意思是如法启动F:/JavaWeb/apache-tomcat-8.0.39`````````````路径下的struts2-core-2.3.4.1.jar，到该路径下发现如下：

发现有重复的jar包，将2.3.4.1删掉，重新部署发现可以运行
