Symptom

• Error: Conversion from UTF8 to charset failed : Encoding not loaded.
• Cannot use UNX Universe based on Oracle in Dashboard Design (Xcelsius).
• When attempting to view a Crystal Reports for Enterprise report based off a Universe in BI Launchpad, it fails with the error.

Environment

• Dashboard Design XI 4.0 (Xcelsius)
• Information Design Tool XI 4.0
• Crystal Reports for Enterprise XI 4.0
• SAP BusinessObjects Enterprise XI 4.0

Reproducing the Issue

1. Create a UNX universe based on Oracle native connection in Information Design Tool (IDT)
2. Publish the universe to repository
3. In Dashboard Design add Query
4. Logon to BusinessObjects Enterprise and select the published UNX Universe.
5. On the query builder select one object from the Universe
6. Refresh the data.
7. It will display the error: Conversion from UTF8 to charset failed.

Cause

• SAP BusinessObjects Enterprise Processing Servers cannot find dependent libraries.

Resolution

1. Add "C:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\win64_x64" to the PATH environment variables on the SAP Business Objects Enterprise server.
2. Restart the SIA

NOTE: Modify the path in case the SAP BusinessObjects Enterprise is installed in different folder.
