这道题题目是base,然后看到那个txt文档,果断将cipher放到base64解密中解,果然不出意外的失败了,然后我们看到dict字典集,感觉看上去是字符替换,然后发现这总共有64个字符再加上个=符号,我们去查一下base64的标准字典如下

于是可以写脚本进行替换和decode得到flag,脚本如下
