pip install pyyaml 问题

在window cmd下出现问题：安装报错如下：

原因：cmd字符编码问题：

解决办法：采用git bash的命令行（参见https://jingyan.baidu.com/article/ae97a646fb29ffbbfd461d1f.html）

在git bash 下使用pip install pyyaml 解决
