解决办法：
在pom.xml中添加spring-boot-starter-web依赖

<dependency>
     <groupId>org.springframework.boot</groupId>
     <artifactId>spring-boot-starter-web</artifactId>
     <version>2.0.1.RELEASE</version>
</dependency>

问题解决！
