1.pip无法下载依赖

1.下载依赖失败

现在公司换电脑，重新安装python及pycharm，之前依赖需要重新下载
然后下载依赖失败
错误如下

ValueError: check_hostname requires server_hostname

解决方案：
windows设置 -> 网路和Internet -> 代理 -> 关闭代理服务器
开着代理导致，但是还是没找到既开着代理，又不影响py的方案，求方案！

如果还是关闭的，则打开ie
右上角设置-》Internet选项-》连接-》局域网设置
将代理服务器下面沟去除-》确定
