BCAC是由BOS Pacific发起的BOSCore核心治理社区。BCAC不具备仲裁功能，不参与治理执行，仅做BOSCore治理的培训和教育，旨在凝聚BOSCore社区共识。
经过BOS社区 EOS Nation、EOSShenzhen、EOSAuthority、EOSSpace、Cesar 等成员的参与下，BOS Referendum & WPS 系统已经开发完成。
整个升级过程会分成两步：
1. 创建 bet.bos、auditor.bos、
eosio.forum、escrow.bos账户并设置上面多个账户的权限
2. 部署账户对应的合

The BOS Referendum & WPS system has been developed
with the participation of members of the BOS communityEOS Nation, EOSShenzhen, EOSAuthority, EOSSpace, Cesar and others.
