My translation :

It's a historicalhistoric time in the process of Chinese urbanization in 2011,which is the first time the city population exceed the village population.In the next 20 years,about 350 million village people will move to city.Such a scale of city development for city traffic is not only a challenge but also a opportunity.Chinese government advocates the theory of "everything for people " all the time,which stresses that people should take a bus instead of driving the private car.It also advocates construct the saving-energy and environmental friendly society.Since having this clear goal,Chinese city can arrange its development better ,and make a lot of investment turn to safety,cleaning,traffic system.
