windows下执行conda create时报错，conda create -n gmail38 python=3.8
module ‘lib’ has no attribute ‘X509_V_FLAG_CB_ISSUER_CHECK’ 。
之前是正常的。
试了网上的这个方法，没有用：

首先下载get-pip.py 安装
地址：https://bootstrap.pypa.io/get-pip.py
python get-pip.py
pip uninstall pyOpenSSL
pip install pyOpenSSL

我的方法，再次覆盖安装anaconda, 重新打开cmd命令行，可以执行conda create了
