I try to learn this phrase by making another sentence like "Personal automobiles in Chengdu has reached the number of ***, setting a record for a city with the third largest percentage of personal automobiles of all China."

Here the noun alternates to a verb in its passive tense, which clearly demonstrates the thing happens now is real and believable.
