CMSPHP后台登陆不上以及权限限制的修改

登陆不上原因，在使用wampserver环境后，有些设置需要修改，

此时需要修改\system\libraries\Form_validation.php页面，需要改这个方法，这个是修改之后的方法：

当设置了另一个管理员时，发现登陆后，页面内什么也没有，此时我们要修改这个地方，在控制器里面的构造函数
