The administrative departmentscommunicate with executive chief directly, to make the information across theorganization to adopt the measurements in a rapid way. The design of departmentis on the basis of well-defined power and responsibility, with  directly responsible individual system. Under suchsystem, each position has responsibility and right respectively so as to targetat the principal.
