According to the passage, the Labour Party promised that there would be a steep tax rise for people who earn over 80,000 pounds a year.

By contrast, Theresa May, leader of the Conservative, advocated low-tax instinct which was talked of several times. It is sarcastic that she actually left the door open to higher taxes.

Whatever she promised, the fact is that the budget deficit's worth is 10% of GDP when her Party came to power. To lower the deficit of 2010-2015, they made public spending cuts instead of tax rises.

At the beginning, it brought the budget down. But, it also increased the rate of child poverty.

Since 2015, measures have changed. The government turned to ask for tax rises. They also made some conpensations which was largly less than people paid. So people called Philip Hammond tax-grabber.

Above all, it's expected that the tax burden will rise to its highest level in decades. That makes it clear that Theresa May's words have no meaning.
