NUS_BASE_UUID为128位的厂商用户uuid，如果不添加这个uuid,那么服务和特征的uuid就会已sgi的基础uuid为基低，替换其中的16位uuid，构成自己的uuid；

如果用户添加了自己的128位厂商uuid,那么用户的服务uuid就会以添加的这个128位uuid为基低进行16位覆盖；

如uart的工程先添加了NUS_BASE_UUID，那后续都会在这个基础上替换0x00 0x00位置处的值：
