oracle 日期查询时分秒为00：00：00问题解决

oracle 中存在to_date和to_char ,一般一位前者对应date类型，后者对应string类型。其实不然。当你使用to_date查询时，即使你用date类型接受，你也会发现结果只有yyyy-mm-dd有数据，时分秒为0。但你改用to_char查询时则能查出正确的结果。
