There are two sets of rules, laws and morality, in our society. We human beings make laws to maintain the stable society, where everybody is constrained and punished by equal laws. The more advanced countries are, the more widespread the laws are, the more kinds of crime are judged. However, everyone has different notions of morality. Anyone can not add his or her morality to others. In rich areas, people are able to be the people they want. In poor areas, people can do whatever they want due to the poor.
