The real answer is that red light does not diminish your ability to see in the dark. Some submarines use red interior lights for the same reason as airport control towers (at night), planetariums, and some movie theaters. The reason is that it's easier for your eyes to adjust from red light to dark than from white light to dark.

Life on-board a nuclear submarine in America follows an 18 hour day. Red lighting in the control room (the only place other than in berthing that the red lights were used.) was only used in preparation of coming to Periscope depth.

Rig for red served two purposes: First was to acclimate the eyes to darkness prior to going topside at night, and Second to prevent light from being emitted from the raised periscope. Even though there was a "blackout blind" on the scopes, the crew could not take the risk of light being emitted from the other end of the periscope as that light could be seen for miles. Being detected as a submarine is a worst case scenario.
