在于该地址被墙了，访问不到，开梯子即可解决。

或者修改Host将Github的域名地址改为IP地址。

打开Windows: C:\Windows\System32\drivers\etc\hosts

访问IP Tracer & Tracker - IP Address Lookup Made Easy

输入gitHub.com，解析出IP地址，将IP地址写入Host

打开host（文本编辑器/notepad++都行），添加下面代码：

140.82.113.3		github.com

 再次重新添加git库即可。
