1978年12月18日，十一届三中全会召开，做出把党和国家工作中心转移到经济建设上来、实行改革开放的历史性决策。40年里，最重要的是制度创新和思想解放：制度创新并非“顶层设计”的结果，而是“摸着石头过河”；思想解放则允许一部分人先富起来、加入 WTO 等。事实证明，每一次都实现了“思想解放—改革开放—经济增长”的良性循环。
中国在改革开放的四十年里，经历了从经济孤立到世界工厂的蜕变过程，取得了一系列成就：贫困骤减，80年代几乎90%的中国人生活在世界银行定义的极端贫困中，2013年已降至2%；收入猛增，中国人均 GDP 增长近24倍；产业结构发生变化，农业占经济比重下降，目前不到10%。
正如诺贝尔经济学奖得主科斯所言，中国的改革开放是二战后人类历史上最为成功的经济改革运动，中国经济的发展无法用西方制度经济学来解释，其成功是“人类行为的意外后果”。
