Licenses.licx always checks out when modifying a form

    Pinning the file in VSS and make local copy writable prevent the VSS-version of the file of being         ckecked out every time.

1. Make shure a complete version of Licenses.licx is checked in
2. right click on the Licenses.licx file in VSS and select "Show History"
3. In the "History Options" window click OK
4. Select the topmost version and click "Pin", then close the window
5. Remove the readonly-attribute from your local copy of Licenses.licx (located in the "My Project" folder)
