解决步骤:

1.在https://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy依据自己安装的python版本下载对应版本的numpy+mkl至本地安装

步骤二:验证numpy是否成功，在输入python命令下，进行验证，输入 import numpy，没有提示，说明成功。
