handle

在计算机术语里，经常翻译成句柄。其实就是把手的意思，就是指一个计算机专业里的一个抽象的物体的一个把手，可以通过这个把手来操作这个物体对象。比如文件句柄，handle。

pkt_sched.h 里有下面的注释：
“Handles”
All the traffic control objects have 32bit identifiers, or “handles”.
这里也是说一个32位的标识，来作为一个把手，句柄，可以通过这个标识来操作控制对象。

handler

而handler的作用又不一样了，这个是处理器，处理函数的意思：
