.NET截取指定长度汉字超出部分以"..."代替

做的新闻发布系统中需要用到这个，上网找了一下，在CSDN处找到个方法，蛮好的，记下来了。。嘿嘿。。

另外还看到了有人说用CSS也能做出来的，测试了一下他给的代码，却没有成功，看来还是得用程序的方法了！！！
