NLS_LANG is not defined on the client.Character set conversion may cause unexpected results

不管怎么设置NLS_LANG都不能正确的设置编码，尤其是在64位下面，可以尝试一下方案：

在plsql安装目录，新建startplsql.bat，在里面设置环境变量，如下：

set NLS_LANG=SIMPLIFIED CHINESE_CHINA.ZHS16GBK
start plsqldev.exe

然后点击startplsq.bat 启动plsql之后就编码正确了。
