Publish capabilities after volume creation successful

Create several thin provisioned volumes within one minute, if
one volume size is larger than host's free_capacity_gb and
smaller than free_virtual, this creation will be successful,
but the next volume creation will be failed. Publishing
service capabilities after volume creation successful,
this bug will be fixed.
