Vouchers can stimulate our economy?

    Since January, more than a fifth of the five million residents of the HangZhou area have recieved the same vouchers, HangZhou official want to use this manner to stimulate the downturn of the economic.
   After that, some delegates even advice to give every person one thousand RMB to stimulate the economic. Does it make sense? In fact, a lot of supermarket have adopted this manner to stimulate consuming, and it sames can get some positive result.
    If you thought why our country's residents don't want to consume all of the money he/she gain, this is a serious problem exist in our country. The social welfare is not strong, and this can't be solved in a short term. So we don't dear to consume all the money, we should try our best to save money for the uncertain things, for example, some serious illness, unemployment, and so on.
    And our country's economy is increased very quickly during this several years, because almost all the developed country's goods is printed "Made in China", they like the good and cheap goods. But this economic crisis is world-wide, may be every country's import quantity will be decreased in some degree, so our country make some economy stimulate policy try to stimulate consuming, but in fact, our country's people is fair to consuming, and they don't have much extra money at all.
    So I think vouchers can't stimulate our economic greatly, it will be cause our fortune more and more unbalance.
