When the GM asked the Local authority what resourses they required to deal with the homeless problem in London，they asked for at least 480 million pounds.

Does she not agree that   那她同不同意这种说法：

people sleeping on streets of our capital city, 我们首都那些流露街头的人们

being charged exorbitant rents  被收取极高的房租

and children brought up in beds and breakfast hotels 

is a disgrace to a civilized country 是一个文明国家的耻辱
