近日，国家互联网信息办公室、文化和旅游部、国家广播电视总局联合印发了《网络音视频信息服务管理规定》（以下简称《规定》）。根据《规定》，从2020年1月1日起，网络服务供应商应当为用户注册、内容评价以及信息管理等功能建立并改善辟谣机制。在新《规定》下，利用基于深度学习、虚拟现实等新技术新应用制作、发布、传播非真实音视频信息的，应当以显著方式予以标识。违反者将依据相关法律法规进行处理。（戳这里了解详情）

A regulation for online audio and video content management will take effect in China on Jan 1, 2020. It says that online service providers should establish and improve their rumor-refuting mechanism for user registration, content review and information safety management. Under the new rule, their producing or releasing digitally-altered audio or video content based on new technologies like deep learning or virtual reality must be marked clearly. Violators will face punishments in accordance with laws and regulations, it added.

退运洋垃圾

近日，辽宁大连海关截获的23.71吨“洋垃圾”在大连港码头被退运出境。据统计，今年1至10月，大连海关共退运“洋垃圾”超过3800吨。几天前，载有洋垃圾的数个集装箱抵达大连。两个集装箱在入关时申报的名称为“电子元件”，而海关工作人员现场开箱查验时却发现为电子垃圾。电子垃圾中的有害物质会对环境造成严重破坏。

Dalian customs sent 23.7 tons of solid waste back to where it came from on Nov 27. According to Global Times, more than 3,800 tons of “foreign garbage” has been repatriated from Dalian so far. Several days ago, containers of overseas waste were spotted at Dalian port. Two of them were found to be full of e-waste, with a fake claim of carrying “electronic components”. The hazardous materials inside could cause serious damage to the environment.

禁令

世界反兴奋剂机构（WADA）周一声明，批准针对俄罗斯的最新制裁，禁止俄罗斯参加或举办未来四年的重大国际体育赛事。俄罗斯方面有21天的时间上诉至国际体育冲裁法庭。在这一制裁下，俄罗斯国旗和国歌被禁止出现在2020东京奥运会、2022北京冬奥会以及2022卡塔尔世界杯上。（戳这里回顾详情）

The Executive Committee of the World Anti-Doping Agency (WADA) has banned Russia from taking part or hosting major international sporting events for four years, said a WADA statement on Monday. WADA said Russia has 21 days to appeal against the ban. The appeal would be referred to the Court of Arbitration for Sport, a quasi-judicial body headquartered in Lausanne. Under the sanctions, the Russian flag and anthem are also prohibited from being displayed at the Tokyo 2020 Olympics, 2022 Beijing Winter Olympics and 2022 FIFA World Cup in Qatar.
