Constitution is the fundamental law of the country

Xi Jinping pointed out that the full implementation of the Constitution is the primary task and basic work of building a socialist country ruled by law. The Constitution is the fundamental law of the country and the general constitution of the state. It has the highest legal status, legal authority and legal effect. It has the fundamentality, overall situation, stability and long-term nature. No organization or individual shall have the privilege of transcending the Constitution and the law. All violations of the Constitution and laws must be investigated.

In China, the Constitution is the fundamental law of the country, the general constitution governing the country, applicable to the whole territory of the country and all citizens of the country, and the product of the comprehensive function of specific socio-economic and political culture.

The Constitution stipulates the fundamental tasks and systems of the state, namely, the social system, the principles of the state system, the organization of the state power, and the basic rights and obligations of citizens.

The Constitution is the fundamental guarantee for the realization of democratic politics and the fundamental law of our socialist country. All laws must not be contrary to the Constitution.

The principles of our Constitution:

(1) Principle of People's Sovereignty

Article 2 of our Constitution stipulates that "All powers of the People's Republic of China belong to the people. The people, in accordance with the law, manage state affairs, economic and cultural undertakings and social affairs through various channels and forms."

(2) Fundamental human rights principles

The 2004 amendment to the Constitution stipulates that "the state respects and guarantees human rights", thus establishing the basic principles of human rights.

(3) Principle of Rule of Law

The 1999 amendment to the Constitution stipulates that "the People's Republic of China administers the country according to law and builds a socialist country ruled by law". The rule of law has also become one of the basic principles of our Constitution.

(4) Principle of Restriction of Power or Principle of Democratic Centralism

Article 3 of the Constitution of China stipulates that "the state organs of the People's Republic of China shall implement the principle of democratic centralism."

On September 11, 2017, the 22nd International Federation of Prosecutors opened in Beijing. Xi Jinping, General Secretary of the CPC Central Committee, sent a congratulatory letter. Xi emphasized that the Chinese government attaches great importance to the rule of law in an all-round way, continues to promote scientific legislation, strict law enforcement, impartial justice and full compliance with the law, adheres to the joint promotion of rule of law, rule of law and administration according to law, adheres to the construction of a country ruled by law, a government ruled by law and a society ruled by law, and strives to build a socialist legal system with Chinese characteristics and a socialist country ruled by law.

"Scientific legislation, strict law enforcement, impartial judicature and full compliance with the law", General Secretary Xi Jinping's "16-word policy", has created a new situation of ruling the country by law.

Rule of law, while changing Chinese society in depth, is also changing the Chinese people's concept day by day. The concepts of democracy, rule of law, freedom, human rights, fairness and justice imperceptibly influence people's values and integrate into people's life style.
