There is no such thing as a coincidence in this world.There is only the inevitable.

Phenomenon:

while affluent families were moving into low-income neiborghborhoods without sending their children to the neighborhood schools.

Aim:

benefit the current residents of failing schools

Conclusions:

1,School effect housing choices and that race is used by whice families as a proxy for school quality .

2,a positive : maintain or exacerbate school segregation can encourage residential integration .

                      There can be a restructing of urban poverty.

3,a downside : It is shifting a place from what it used to be ,in terms of not just demographics ,but perhaps people’s attachment to... the places there,and the norms that are present.
