连接超时异常：

1、首先检查服务器是否联网

2、检查要连接的url地址是否能正常访问，可以用 curl  url（地址）命令来测试一下

3、如果上面都没问题   那可能是网速有波动了，我这里报错就是因为网络波动导致的， 因为我设置的超时时间是3000毫秒， 如果网速有波动就把超时时间设置长一点， 或者做一个容错机制，  当捕捉到org.apache.commons.httpclient.ConnectTimeoutException异常就再发一次或2次， 由自己业务来定。
