【工具】Spring中获取properties参数&解决中文乱码

使用java.util.Properties

java.util.Properties类中的load（InputStream inStream）方法如下：

    其中默认的编码格式是iso-8859-1.

但是Properties中还有一个传递Reader参数的方法，我们可以使用Reader来包装接收的InputStream

props.load(in);

使用Spring框架中的org.springframework.core.io.support.PropertiesLoaderUtils
