问题：

ERROR: Could not install packages due to an OSError: [WinError 2] 系统找不到指定的文件。: 'c:\\python39\\Scripts\\sqlacodegen.exe' -> 'c:\\python39\\Scripts\\sqlacodegen.exe.deleteme'

Requirement already satisfied: pip in c:\python39\lib\site-packages (21.1.1)

解决方案：

使用管理员终端进行执行（win+R进入黑窗口）：python -m pip install --upgrade pip
