Stage One, We said nothing s going to happen.

第一阶段，我们宣传什么事都没有

Stage Two, here we said somethings may going to happen, but we should do nothing about it.

第二阶段，我们说也许有事会发生，但我们不该采取行动

Stage Three, we said maybe we should do somethings about it, but nothing we can do

第三阶段，我们说也许应该行动了，但我们什么也做不了了

Stage Four, we said maybe there were somethings we could done, but it's too late now....

第四阶段，我们说也许当初能做点什么，但现在已经太迟了
