Outlook archive file(.PST) permission problem in Windows2008/Windows7

Last week, I switched my desktop computer operation system to the Microsoft server 2008R2. After installed the Microsoft Outlook2007, I met a problem when trying to import the former archive file(.PST) under the new system. It gave a error message that I have no permission to import the file.
 
After several minutes investigation, I found the solution as below,
Right click on the PST file, select properties, the Security, add you current user , then give it full control permission. OK
 
The newly Windows system changed its permission policy that you must specified the file "permission" you needed even your account is in the "administrator" group. This change is more or less the same as what it was in the Unix/Linux systems. It can provide more safty.
 
PS, I cannot update any attachments. When I click the upload butten, it received a TCP/IP error. I do not know why.
