俄罗斯遭禁赛国际大赛4年！将无缘东京奥运会和北京冬奥会

本周一，世界反兴奋剂机构传来重磅消息：俄罗斯被禁国际大赛4年！

世界反兴奋剂机构（WADA）周一声明，批准针对俄罗斯的最新制裁，禁止俄罗斯参加或举办未来四年的国际体育赛事。俄罗斯方面有21天的时间上诉至国际体育冲裁法庭。

The Executive Committee of the World Anti-Doping Agency (WADA) has banned Russia from taking part or hosting major international sporting events for four years, said a WADA statement on Monday. WADA said Russia has 21 days to appeal against the ban. The appeal would be referred to the Court of Arbitration for Sport, a quasi-judicial body headquartered in Lausanne.



在这一制裁下，俄罗斯国旗和国歌被禁止出现在2020东京奥运会、2022北京冬奥会以及2022卡塔尔世界杯上。

Under the sanctions, the Russian flag and anthem are also prohibited from being displayed at the Tokyo 2020 Olympics, 2022 Beijing Winter Olympics and 2022 FIFA World Cup in Qatar.

不过在禁令下，俄罗斯可以参加2020年欧洲杯，圣彼得堡还是主办城市之一。因为欧足联并非WADA定义下的“重大赛事组织方”。

Despite the ban, Russia will be able to compete at Euro 2020 - in which St Petersburg will be a host city - as European football's governing body Uefa is not defined as a 'major event organisation' with regards to rulings on anti-doping breaches.



俄罗斯反兴奋剂机构负责人Yuri Ganus的确认了WADA的相关声明。俄罗斯奥委会则表示这样的制裁“不合逻辑，不恰当”。俄罗斯方面同时表示，将对这一禁令提出上诉。

The ban was announced by WADA's press service and confirmed by the head of the Russian Anti-Doping Agency, Yuri Ganus. The Russian Olympic Committee called the sanctions "illogical and inappropriate". Russia has signaled that it will appeal the ban to a sports arbitration court.

本周一，WADA在瑞士洛桑宣布这一裁决，包括了俄罗斯的相关官员，俄罗斯奥委会以及俄罗斯残奥委会的工作人员，都禁止在这4年内参加所有大型国际赛事。

Meeting in Lausanne, Switzerland, the WADA Executive Committee, also ruled on Monday that Russian state officials as well as the officials of the Russian Olympic Committee and the Russian Paralympic Committee are to be banned from attending all major international sports tournaments for the four-year period.

不过，即使禁令最终执行，能够“自证清白”的俄罗斯运动员还是可以在奥运旗帜下，以“来自俄罗斯的奥林匹克运动员”名义参赛，并身着相应身份的统一服装。2018年平昌的冬奥会上，俄罗斯就被禁止参赛，但是没有涉药历史的俄罗斯运动员则以中立身份参赛。

Even if the bans are ultimately enforced, Russian athletes who can prove they are untainted by the doping scandal will be able to compete under the Olympic flag and be designated as "Olympic Athletes from Russia," and wear a uniform with that designation. Russia was banned by the International Olympic Committee from last year's Pyeongchang Winter Games. Some Russian athletes with no history of doping were cleared to compete as neutral participants.



据BBC报道，今年1月，俄罗斯反兴奋剂机构因不符合WADA对于研究室数据操作的要求而被调查。WADA的副主席Linda Helleland则表示这一禁令“还不够”。她说：我不希望这一制裁被打折扣，为了那些清白的运动员，制裁应该越猛烈越好。

The ban comes after Russia's Anti-Doping Agency was declared non-compliant for manipulating laboratory data handed over to an investigation in January 2019, the BBC reported. Linda Helleland, the vice-president of WADA, said the ban was "not enough". "I wanted sanctions that cannot be watered down," she said. "We owe it to the clean athletes to implement the sanctions as strong as possible."

WADA的调查员和国际奥委会在上个月表示，有证据显示俄罗斯有关部门篡改了莫斯科实验室的数据，隐藏了数百起潜在涉药案例，并且错误地将责任推脱给举报者。

Evidence shows that Russian authorities tampered with a Moscow laboratory database to hide hundreds of potential doping cases and falsely shift the blame onto whistleblowers, both WADA investigators and the International Olympic Committee said last month.



不过，俄罗斯方面则一直否认所有的相关指控。

Russia has consistently denied all the accusations.

俄罗斯总理梅德韦杰夫9日表示，WADA对俄罗斯反复出台各种制裁决定，自然令人认为这种做法是“慢性反俄歇斯底里症的持续发作”。

Russian Prime Minister Dmitry Medvedev said WADA's ruling was “a continuation of this anti-Russian hysteria which has already become chronic.”



不过，梅德韦杰夫同时承认，目前俄罗斯体育界在兴奋剂问题上的确存在很大问题，“这一点无法否认”。

俄罗斯总统普京则表示，WADA此举违反了奥林匹克宪章，带有鲜明政治色彩，俄罗斯有充分的理由上诉至国际体育仲裁法庭。

Russian President Vladimir Putin said Monday the ruling by the World Anti-Doping Agency (WADA) to ban Russia from international sporting events for four years violates the Olympic charter and Russia has every reason to go to court. "The fact that the (WADA's) decision applies collectively to all Russian athletes proves that it is politicized," said Putin.



据中国日报网报道，世界反兴奋剂机构是国际奥林匹克委员会下设的一个独立部门，负责制定和执行反兴奋剂政策和程序，监督签约方遵守《世界反兴奋剂条列》。世界反兴奋剂机构可以主动或应其他反兴奋剂组织要求进行兴奋剂管制，并与相关的国家和国际组织、机构合作，进行协助询问和调查等工作。此外，世界反兴奋剂机构可以对兴奋剂违规行为和其它可能导致使用兴奋剂的行为启动调查。
